The Sea: A Shared Space

Offshore wind development adds a new layer to an already dynamic maritime environment, where fishing, boating, rescue operations (SNSM), defense, and commercial transport coexist. To make room for this new use, Pennavel is working to build a sustainable balance between existing activities and offshore energy production.

Ongoing Discussions with the Fishing Sector

In March 2025, Pennavel proposed the creation of a Liaison Committee, along with several dedicated working groups, to facilitate transparent and collaborative project development with key fishing stakeholders like the Morbihan, Finistère and Brittany fisheries committees and the COREPEM, representing the Pays-de-la-Loire region.

These working groups focus on major shared issues, including:

  • The challenges facing the fisheries within the project area
  • Technical constraints related to floating wind turbines
  • Halieutic monitoring (i.e. resource monitoring) and fishing campaigns at sea
  • Maritime safety measures developed in cooperation with state authorities.

Dialogue and Collaboration with Other Sea Users

Aware of the challenges the addition of offshore energy production represents to existing activities, Pennavel is adopting a collaborative and transparent approach, which aims at establishing new ways of coexisting, acknowledging the specific needs and operating conditions of every sector affected by offshore wind development.
