A Debate Rooted in National Energy Strategy

Under France’s Multi-Year Energy Plan, the country aims to generate 40% of its electricity from renewable sources by 2030. Offshore wind is a key part of that transition.

Southern Brittany was identified in the national ”Document stratégique de façade” as a prime location for floating wind development. This led to the development of two projects, Pennavel (250 MW) and another 500 MW site, both submitted for public debate between September and December 2020.

Numerous contributions made it possible to gather opinions and inform local residents and regional players about the challenges of these projects, while highlighting the opportunities they offer for the region.
The debate gathered wide-ranging feedback from residents, industry, environmental groups, and regional institutions, all while helping to inform them on the project’s opportunities and shaping the future of offshore wind in the region.
