Pennavel is the fruit of a solid partnership between three experienced players, Elicio, BayWa r.e. and Q ENERGY.

Pennavel is both the name of the offshore wind farm project and the dedicated company created to lead its development. It is jointly run by three leading players in the renewable energy sector: Elicio, BayWa r.e. and Q ENERGY.
Both bring extensive experience, strong regional roots in Brittany, and international expertise in floating wind energy.

Elicio has 20 years of successful experience in offshore wind. The company develops, finances, builds and operates onshore and offshore wind farms. Elicio’s offshore wind portfolio totals more than 2.3 GW, including 1.2 GW already in operation. Elicio is developing two major floating wind projects: Pennavel (270 MW, France) and Buchan (960 MW, Scotland). Brittany is also a historic region for Elicio, where nearly one third of its onshore wind farms are located.

BayWa r.e. has been active in France since 2005 and has already built 400 MW of wind and solar farms there, following an approach that fully integrates local territories. It also operates 1,100 MW in the country. The company employs 350 people in France, including nearly 50 at its Nantes office. In western France, BayWa r.e. currently operates 33 wind and solar farms, representing 152 MW. Together with two partners, it is also developing the Buchan floating offshore wind project (960 MW, Scotland).

Q ENERGY is a long-standing player in the French renewable energy market and a subsidiary of the Korean industrial group Hanwha. The company has been developing offshore wind projects for more than twenty years and was notably selected in 2012, as part of the Ailes Marines consortium, in France’s first offshore wind tender for the Saint-Brieuc Bay project. These 62 wind turbines were commissioned in 2024 after being developed through to the construction phase by Q ENERGY and its partners.


Deep Regional Roots

Beyond their global ambitions, Elicio, BayWa r.e. and Q ENERGY have developed and built several local projects in the Brittany and Loire-Atlantique regions.
