A Clean Energy Project First and Foremost
Pennavel will produce clean, renewable electricity that helps fight climate change by offering a new source of energy that does not emit greenhouse gases.
As a floating offshore wind farm, it also contributes to France’s energy independence and sovereignty, ensuring long-term security of electricity supply.
With Pennavel, over 450,000 people will have access to locally-generated, green, low-carbon electricity.


A Comprehensive and Rigorous Environmental Impact Assessment
Since November 2024, Pennavel has been preparing its application for environmental approval.
At the heart of this process is a detailed Environmental Impact Assessment (EIA), based on real-world data gathered from sea-based observations.
The study is structured around four key pillars:
- 🌊 Physical environment : analysis of sea currents, wave action, wind, water quality, sediments, noise and light emissions.
- 🌟 Living environment : assessment of potential impacts on all marine biodiversity; like birds, marine mammals, fish, crustaceans, etc.
- 🌿 Natural heritage and landscape : evaluation of the project’s visual impact and proximity to protected areas.
- 👥 Human environment : focus on socio-economic effects, particularly regarding professional fishing and other sea users.
We apply the internationally recognized ARC methodology (Avoid, Reduce, Compensate, Monitor) to ensure every possible step is taken to minimize the project’s ecological footprint and that the suggested measures help protect the environment.
Minimize Landscape Impact
From the outset, Pennavel has made minimization of the impact on coastal landscapes a design priority.
In strict compliance with the government-defined zone, the teams have been working to find the ideal balance between preserving fishing activities and maritime uses, protecting the environment, choosing appropriate and available wind turbine technologies, and minimizing the cost of electricity for consumers.
As early as the public debate phase, the government commissioned a series of photomontages from multiple coastal viewpoints. These images, updated following the designation of Pennavel in 2024, were produced by an independent company using to a transparent and standardized methodology described here.
