
Pennavel is both the name of the offshore wind farm project and the dedicated company created to lead its development. It is jointly run by two leading players in the renewable energy sector: Elicio and BayWa r.e.
Both bring extensive experience, strong regional roots in Brittany, and international expertise in floating wind energy.



With 20 years of successful experience in offshore wind power, Elicio develops, finances, builds and operates both onshore and offshore wind farms. Its offshore wind portfolio exceeds 2.3 GW, of which 1.2 GW is in operation. Elicio is currently co-developing two major floating wind projects: Pennavel (270 MW, France) and Buchan (960 MW, Scotland). Brittany is also a historic stronghold for Elicio, with nearly one-third of its onshore wind farms located in the region.
BayWa r.e. is active in France since 2005, where it has already built 400 MW of wind farms and photovoltaic installations and operates over 1.1 GW of renewable energy capacity, using an approach that fully integrates the local area. In France alone, the company employs 350 people, including nearly 50 in Nantes. BayWa r.e. currently operates 33 wind and solar farms in Western France, totaling 152 MW.
Another Floating Wind Project Under Development in Scotland

Since 2020, Elicio and BayWa r.e have been partners in the floating offshore wind development. Together with their third partner BW Ideol, they have been co-developing the Buchan Offshore Wind project off the coast of Scotland since 2022; a 960 MW project located 75 km northeast of Fraserburgh, in the Aberdeenshire region.

Beyond their global ambitions, Elicio and BayWa r.e have developed and built several local projects in the Brittany and Loire-Atlantique regions.
Pennavel is the outcome of this proven partnership, bringing together two experienced developers with a shared vision for floating offshore wind power.
