
Economic partners
Economic stakeholders play a central role in shaping a local, value-creating offshore wind industry. Pennavel teams actively collaborates with local industrial clusters (Bretagne Ocean Power, Bretagne Pôle Naval, Bretagne Développement Innovation) and professional organizations (e.g. CCI Bretagne) and take part in major local events like Nav’expo, FOWT, Ocean BtoB, Port of the Future and the Breton Economic Forum. As a result of this strong regional integration, Pennavel has been awarded the ”Breizh Content®” label by Bretagne Pôle Naval.
From the tender stage onward, and even more so since the contract award, the Pennavel teams have been working closely with employment, training and integration organizations to promote offshore wind careers and support the development of education and training programs tailored to the sector’s evolving needs.

Sea Users
A proactive dialogue has been established with fishing professionals to address the industry’s concerns early in the project development process and ensure that compensation measures are adapted to real needs. More broadly, co-use of the sea remains a major focus for Pennavel and the team is working to ensure that all maritime activities can coexist harmoniously.

Environmental Stakeholders
From the tender stage onward, Pennavel has collaborated with local environmental protection groups to better understand the ecological concerns in the area. These discussions have helped shape the project’s environmental strategy and continue as part of the permitting process.
Pennavel also partners with the SEMAFOR project, led by France Énergies Marines, which involves setting up a tool for real-time monitoring of bird flights and migrations via the Météo-France weather radar network. This tool supports a better understanding of avian behavior and helps mitigate collision risks.

Associations and Community Initiatives
Pennavel supports a number of regional initiatives and associations, including the Festival des Aventuriers de la Mer, the Pêcheurs du Monde international film festival and La Touline, an association founded in 1989 to help people train and prepare for maritime careers.
